Letter to Caesar Rodney [manuscript] 1805 August 23.

In a lengthy discussion of political matters Randolph notes that he is "a friend to reform but an enemy to innovation." He does not think constitutions need to be amended by convention and finds the situation with France and Spain critical, believing the Frnch goverment at the bottom of Spain's conduct and of "its intention to be the arbiter between us and that power in the dispute about the boundaries of Louisiana."
